主动作为,为“一带一路”建设作出新贡献

困难是挑战,也是机遇。这是一条颠扑不破的真理。2020年,在新冠肺炎疫情这一巨大挑战面前,“一带一路”建设再次用事实证明了“困难就是机遇”这一真理。

事实证明,在全球遭遇百年未遇的疫情大流行,各方面都受到了严重冲击的情况下,“一带一路”建设并没有因此而停滞,而是从实际出发,积极主动作为,“一带一路”合作伙伴在疫情中相互支持,缔结起团结抗疫、共同发展的“命运纽带”。

有数据表明,2020年中欧班列开行突破1万列,前10个月运量已超过2019年全年,成为助力各国抗疫的“钢铁运输驼队”。“空中丝绸之路”运送超过1700吨中国援助医疗物资,搭建起“空中生命通道”。

2020年前三季度,中国对“一带一路”沿线国家非金融类直接投资达130亿美元,同比增长了近30%。大多数“一带一路”项目坚持不停工、不裁员,持续推进,一批新项目顺利启动,为全球经济寒冬注入了一股暖流,为各国抗疫情、稳经济、保民生作出了积极贡献。

更有数据表明,2020年1月至11月,中国与埃及双边货物进出口额达128.95亿美元,同比增长10%。其中,中国对埃及出口120.6亿美元,同比增长12.2%。在疫情期间,在埃及的中国企业防疫保产双管齐下,承建项目未受重大影响。据新华社报道证实,中国建筑埃及分公司承建的埃及新行政首都中央商务区项目一期工程标志塔主体结构建设已超过53层(约260米),8栋单体建筑主体结构封顶。中企承建的斋月十日城轻轨项目一期进展顺利,建成后将成为埃及第一条电气化轻轨线;500千伏输电线路工程项目也已基本完工,将成为埃及国家电力网络的大动脉。

2021年,全球抗疫与经济复苏,将会给“一带一路”建设带来更多机遇,对共建“一带一路”提出更强劲需求,有消息表明,相关国家将通过共建“一带一路”取得互利共赢新发展。

亚洲基础设施投资银行(亚投行)行长金立群在亚投行举行的新闻发布会上表示,新冠肺炎疫情给全球经济带来前所未有的冲击,后疫情时期,基础设施发展格局将发生重要变化。亚投行将聚焦建设绿色、数字、社会基础设施等五项重点工作。

还有消息表明,截至2021年1月12日,由中建中东公司和韩国SKE&C公司联合承建的阿联酋联邦铁路项目日前如期完成重要节点,正式进入铺轨阶段。阿联酋联邦铁路网将覆盖该国主要工业中心、制造中心、物流中心、人口密集区和重要港口口岸,成为海湾铁路网络的重要组成部分。更有消息表明,2021年1月14日,白俄罗斯电信公司与华为公司合作在中白工业园开展的5G应用测试当天成功结束。

事实证明,“一带一路”具有强大生命力。因此,我们应在积极参与我国构建以国内大循环为主体、国内国际双循环相互促进的新发展的同时,主动作为,在“一带一路”建设中作出新的贡献。

Statistics show that in 2020, more than 10,000 freight trains have been launched between China and Europe, and the volume of freight in the first 10 months has exceeded that of the whole of 2019. Hailed as a “steel camel fleet”, the China-Europe Railway Express has helped countries with their COVID-19 response. The Silk Road in the Air has enabled shipments of over 1,700 tons of medical supplies from China, opening up a lifeline in the air.

In the first three quarters of 2020, China's non-financial direct investment in Belt and Road countries reached 13 billion US dollars, an increase of nearly 30 percent year-on-year. Most of the Belt and Road projects have continued to advance without layoffs. A number of new projects have been launched smoothly, injecting a warm current into the global economy in the harsh winter, and making positive contributions to the fight against the pandemic, economic stability and people's livelihood in various countries.

More statistics show that from January to November 2020, the bilateral import and export volume of goods between China and Egypt reached 12.895 billion US dollars, with a year-on-year growth of 10%. Among them, China's exports to Egypt reached 12.06 billion US dollars, up 12.2 percent year-on-year. During the pandemic, Chinese enterprises in Egypt took a two-pronged approach to pandemic prevention and production protection, and their contracted construction projects were not significantly affected. The main structure of the landmark tower of the first phase of the Egyptian new administrative capital Central Business District (CBD) project, built by China State Construction Egypt, has exceeded 53 floors (about 260 meters), Xinhua reported, and the main structure of eight single buildings has been capped. The first phase of the 10th Ramadan City Light Rail Project, contracted by Chinese enterprises, is progressing smoothly and will become Egypt's first electrified light rail line when completed. The 500 kV transmission line project, which will be the backbone of Egypt's national power network, has also been nearly completed.

In 2021, the global anti-pandemic and economic recovery will bring more opportunities for the construction of The Belt and Road and greater demand will be imposed on joint development of the Belt and Road. It is indicated that relevant countries will achieve new development through the joint construction of the Belt and Road for mutual benefit.

Jin Liqun, president of the Asian Infrastructure Investment Bank (AIIB), said at a press conference held by the bank that the Covid-19 pandemic has brought an unprecedented impact on the global economy, and that in the post-pandemic period, the pattern of infrastructure development will undergo important changes. The AIIB will focus on building green, digital and social infrastructure in five key areas.

It is also reported that as of January 12, 2021, the UAE Federal Railway Project jointly contracted by CSCEC Middle East L.L.C. and South Korea's SKE&C has completed important nodes on schedule and officially entered the track-laying stage. The UAE's federal rail network will be an integral part of the Gulf rail network, covering the country's major industrial centers, manufacturing centers, logistics centers, densely populated areas and key ports.More news shows that on January 14, 2021, the 5G application test conducted by Belarusian Telecom in cooperation with Huawei in the China-Belarus Industrial Park successfully ended on the same day.

Facts have proved that the Belt and Road has strong vitality. Therefore, we should actively participate in China's construction of a new development with the domestic cycle as the main body and the domestic and international double cycles mutually promoting, and at the same time, take the initiative to make new contributions to the Belt and Roadconstruction.
